My Ram Sticks At A High Usage Percentage After Installing Programs, Ever Heard Of This?

I have 4 gb of impel and Vista Home Premium x64. My impel use routinely stays at about 25-30%. Anytime I implement a program/game, the impel jumps to 99% during the implement and continues to stay at 99% after the installer has finished. Once the mechanism has been restarted, the impel goes behind to normal use levels. Has any one ever listened of this, or any one have any solutions? Thanks in advance.

Had a co workman who was carrying a identical complaint though she only had 1gb of ram.
