Data Usage or Wi-Fi

Just got my iPhone4 this weekend. I only signed up for the 200MB data plan so I’m concerned about downloading apps.  My question…when I am at home, connected to my home Wi-Fi network is an app download charged to my data or does it download over my Wi-Fi?  I saw my usage for just a couple days and was astonished! I didn’t know the apps were as big as they are and I downloaded a couple when I was at work (no Wi-Fi). Should I be downloading them when I’m connected to my Wi-Fi instead?

Jailbreaking and apps

Sorry for this stupid question in advance. When you jailbreak your phone and then dloading apps via Cydia how do you know the apps are free or cost?   So far I havent seen anything that mentions price of apps….   I have an old Iphone 3g that my son currently uses as an Ipod Touch, just dont want to be charged for a bunch of crap he puts on it.   Thanks,
