I am moving to Australia in a few months (permanently). Obviously, I will be using an Australian wireless carrier (doesn’t make much sense to have Aussie friends/business to pay to call a US number or pay 1.29/min for roaming, does it?).

Do I have to buy a new iPhone from the carrier? I thought by law a US carrier has to unlock a phone for use in a different country under these circumstances. It hardly seems fair to have to pay for another iPhone and another contract. (I am out of my AT&T contract.)
