My Ram Sticks At A High Usage Percentage After Installing Programs, Ever Heard Of This?

I have 4 gb of ram and Vista Home Premium x64. My ram usage normally stays at about 25-30%. Anytime I install a program/game, the ram jumps to 99% during the install and continues to stay at 99% after the installer has finished. Once the computer has been restarted, the ram goes back to normal usage levels. Has anyone ever heard of this, or anyone have any solutions? Thanks in advance.
